Maintaining peace and order in the port area of Waterfront, and any area bordering directly to the Nantego river, is the first and topmost priority of the SPPA. This is permitted by the government entity to the point that any and all means neccessary are allowed to be utilized in the field by the SPPA officers, may it be lethal, explosive or other kinds of things that make people 'less alive' when they become a threat.
The San Paro Port Authority has a wi(iiiiii)de budget available, which is reflected on the assets that the officers in the department have access to. At the same time, this directly makes the SPPA stand out on the streets of San Paro, as a consistent, uniformal organisation that takes itself serious although mixed with an enough open-minded and accepting nature. This creates a perfect balance for any officer and/or SPPA related member to enjoy their time in the best workplace they could have in this forgotten city.
The SPPA has been created by (in-game names) Rezidant & Brinkhoff, with a special mention to Kytel & Acclo who were present from day 1 in the process of building it up. Before this, they were a part of the CSA Sheriff's Department, an Enforcer clan with the theme set to a typical County Sheriff's Department with matching uniforms/vehicles/ranks.
All was well until a few internal conflicts arose between multiple staff members which eventually led to an unstable and less pleasant community. This eventually led to a multitude of members leaving the clan, including other staff members and the names mentioned above.
Now without a clan and/or community, it didn't take long before starting something new and fresh. As everyone knows, it usually starts with finding the best name for the group, and preferbly one that fits the lore of APB.

One organisation which exists in the lore of APB, and even in-district, is the San Paro Port Authority. But frankly enough, this name never was taken as a clan name on the Citadel EU server. So on the first try with this name - bingo! Clan was created; name has been claimed. And it probably won't be hard to guess why this name hasn't been taken yet after 14 years of the EU server's existence: it doesn't have "police department" in the name.
And why is that important? Well, the police themed Enforcer minded folks in APB want to represent the San Paro Police Department, because it's the mainstream law enforcement entity, has a cool eagle logo and just sounds classic. On the other hand, "Port Authority" doesn't really sound that cool for those same people. Or they perhaps don't even know the purpose of it, because indeed, it doesn't have "police department" in the name.

Creating a pleasant, informal but at the same time a moderated community is the top most goal of the SPPA. Especially with the community as it exists in APB (<3), it becomes a hit-or-miss when it comes down to finding people who match the same vibes and mindset. The SPPA is about being a place where you can experience the good side of APB in which you can share your creations, your missions progression or the final battle results, grouping up for missions with fellow clan members - whilst ranking up in the clan itself through multiple achievements and promotions.
Due to the nature of APB's mission system - and the cheating problem - it tends to be difficult to keep players engaged by just doing missions alone. It destroys a player's motivation to the point where the game gets uninstalled to only get reinstalled a year later.
That's why with the SPPA community's 'perks' mentioned earlier, the clan hopes to keep a stable community going & growing.
Most definitely! The core foundation of the SPPA is being open to each and everyone who is willing to become a part of the SPPA's legacy, and perhaps even the game's legacy when the clan grows to the point that people still remember it for years to come. No matter the player's in-game rank/threat/experience - there's always a place!
We believe in personal growth. And with the steep learning curve that APB has, it's inevitable that players continue to learn in practice. So it's perfectly fine to make mistakes and/or not reaching the top of the battle leaderboard, or not becoming gold colored.
The SPPA has many different members with each their own skillset, so there's always someone to play with and to learn the game further with. And if you have questions? Just ask! The members don't bite (at least, on duty) and are willing to help.
Besides the SPPA as just a clan with its members, the SPPA is also aiming to become a trustworthy partner in the community of APB for non-clan members. In order to get to that point where APB players get familiar with the SPPA, it's involved in multiple activities:
Active partnership with the APB community 'WitchQueen Events'.
The newly launched Legendary weapons value trends.
Promoting the usefulness of grouping up with different people to tackle missions.
Having a clan both in the Enforcer faction and in the Criminal faction, so that the members have one united place that they can call home.
