With Halloween, chaos has entered the city limits of San Paro. The PACU has been called in by the main SPPA branch to help out with containing the outbreak, and limiting damage to property and the population.

The San Paro Port Authority concerns itself with the safety on the streets of San Paro. The RRS is initiated to inspect and regulate vehicle safety standards. Vehicles that have passed the inspection, will be documented and archived.
